Harbour Planning Principles

The Principles were developed and are monitored by the former Harbour-front Enhancement Committee (the predecessor to the Harbourfront Commission) as a set of guidelines for all individuals and organisations to facilitate the sustainable planning, preservation, development and management of Victoria Harbour and the harbour-front areas.

Preserving
Victoria Harbour
Victoria Harbour must be protected and preserved for Hong Kong people and visitors as a special public asset, a natural and cultural heritage asset, and a driver for the creation of economic and social values.

Stakeholder Engagement
All sectors of the community must be engaged at an early stage and on an on-going basis in the planning, development and management of Victoria Harbour and its harbour-front areas through transparent and inclusive consensus building processes.

Sustainable Development
The planning, development and management of Victoria Harbour and its harbour-front areas should embrace the principles of sustainable development to balance and cater for the economic, social and environmental needs of all sectors of the present generation, without compromising the needs of future generations.

Integrated Planning
Integrated and long-term planning, development and management of infrastructure, land and marine uses, and water quality is essential to ensure that Victoria Harbour and its harbour-front areas support and enhance the economic, environmental and social aspirations of Hong Kong.

Proactive Harbour Enhancement
The planning, development and management of Victoria Harbour must proactively enhance the harbour and its harbour-front areas as Hong Kong’s symbol of urban design excellence and Hong Kong’s brand identity to the international community.

Vibrant Harbour
It is essential to balance the use of the harbour to provide both a maritime and logistics hub for the safe and efficient passage of people and goods, and as a cultural and leisure facility. Both marine and land-side activities must cater to and balance with the aspirations of all sectors of the community.

Accessible Harbour
Victoria Harbour must integrate with the hinterland in a comprehensive manner, including ample unrestricted and convenient visual and physical access for pedestrians, preferably at grade, to and along the Harbour as well as the harbour-front areas.

Public Enjoyment
The planning, development and management of Victoria Harbour and its harbour-front areas should maximize opportunities for public enjoyment. Land required for and the impact from infrastructure developments, utility installations and land uses incompatible with the harbour planning principles should be minimized.

Two Icons of Victoria Harbour

Victoria Harbour is a central part of Hong Kong’s identity. Over the years, apart from facilitating the harbourfront enhancement initiative, the Government has endeavored to promote Victoria Harbour. Establishing a representative logo helps further develop Victoria Harbour as a unique brand of Hong Kong. In light of this, the Development Bureau, the Civil Engineering and Development Department, and the Harbourfront Commission co-organised the “Eye-On Victoria – Call for Victoria Harbour Icon Design” competition in 2011. The competition received nearly 900 submissions from various sectors of society, including students and even overseas participants. The winning entry from the Open Group became the official logo of Victoria Harbour, which has been widely used in promotional materials related to the harbourfront, increasing public awareness of the area. Another shortlisted entry from the Open Group was selected as the official logo for the Harbourfront Commission. Since then, the logo of Victoria Harbour has also been used for the Harbourfront Signage Scheme to guide locals and tourists to visit nearby promenades and open spaces.

The logo of Harbourfront Commission was selected by the judges from the shortlisted entries in the Open Group. The winning design, created by WONG Shing-him, uses Chinese ink brush strokes to depict Hong Kong’s skyline, the coastline of Victoria Harbour, and the vibrant scene of firework displays. This design captures the landmarks that best represent Hong Kong and Victoria Harbour, as well as the most memorable moments for many visitors. The logo incorporates a variety of colours to symbolise Hong Kong as an inclusive and diverse international metropolis. The bustling and prosperous imagery is what leaves a lasting impression on the minds of the public when they visit both sides of Victoria Harbour.

The logo of Victoria Harbour was the winning entry in the Open Group. Designer LO Hiu-tang aimed to showcase the unique and representative character of Victoria Harbour in the design. The logo features an abstract "V" shape to depict the flow of waves, resembling a graceful ribbon that represents the dynamic energy and diversity of Victoria Harbour, while also echoing the "V" in "Victoria Harbour". Additionally, the logo's shape resembles a bird soaring across the sky, symbolising Hong Kong’s boundless business opportunities and expansive international vision. LO reckoned that the fast-paced lifestyle of Hong Kong residents makes the Victoria Harbourfront a perfect stress-relief destination, offering distinctive scenic views on both sides of the harbour. Therefore, the logo incorporates the primary colors red, green, and blue in a transparent gradient style to highlight the leisure and vibrant characteristics of Victoria Harbour.
