Structure of the Harbourfront Commission

With the support of the Harbour Office under the Development Bureau, the Harbourfront Commission accords priority to public interest. Members of the professional sector, non-governmental organisations, the local community and the private sector are invited to offer their views on the planning, design, development and management of harbourfront areas, with a view to creating harbourfront sites that can best meet the needs of the general public. Four task forces under the Harbourfront Commission have been established to assist the Commission in discharging its duties to take forward the development of the Victoria harbourfront as a world-class asset.

The difficulty of joining up separate sections of the 73-kilometre-long harbourfront is comparable to the “foolish” man’s levelling of a mountain in an ancient Chinese fable – both projects can only be implemented by taking one step at a time. It is our target to complete 34 kilometres by 2028. Under the design strategy of suiting local characteristics, each section of the harbourfront has been adorned with special features and surprises. We will also continue to promote a more diversified management mode of public spaces. With the availability of choices, people can always find something to their liking.

The former Harbour-front Enhancement Committee and its successor, the Harbourfront Commission, established in 2004 and 2010, respectively, have made efforts over the past two decades on planning, promoting, and monitoring harbourfront projects with the aim of transforming the Victoria harbourfront into a vibrant and shared space for public enjoyment. The harbourfront has grown up with the people of Hong Kong and has undoubtedly become a much sought-after leisure destination for the local youth.
